All menus grayed out when using old IDE/Runtime

I installed this old GMS2 version:

IDE v2022.9.1.51 with Runtime v2022.9.1.66

Now when I start GMS2, all the menus are grayed out and I can't do anything:



The only thing I can do is click that notification in the top right, which makes it go away. I don't think the notification is the issue though, as I believe that always shows up when you're on an old version.

I was using this old version for years up...
