Permanent lag after minimizing and maximizing the window

The game runs fine until I minimize and then maximize the window, after which the game fps remains significantly below 60 (room speed). The real fps is still high, and the debug overlay and profiler show no issues.

Notes:

• The game isn't particularly graphics-heavy, only using a few surfaces and shaders.
• I found a few possible solutions to this exact problem by looking at other threads, but none of them worked for me.
