Constant Online Access Required During Game Creation Sessions?

I have friends in Northern New England who have poor/infrequent Online access...

If they're working on creating a project with an installed copy of GM Pro--is it necessary to have online access always engaged while creating the project?

They can get online access occasionally via Wi-Fi at their local public library.
